Large-Scale Transport Infrastructure Project Performance: Generating a Narrative of Context and Meaning

In this article, we go beyond the proverbial appreciation that context matters and provide a deep exploration of how why it can help make sense cost deviations in large-scale transport projects (>$500 million). Using abductive inference combination with multiple case study approach, criteria planning, funding, scope, contract, challenges/issues, benefits are used to understand interpret meaning project performance. By comparing two light rail transit systems conducting an in-depth examination road project, article examines differences between procurement approaches worldviews they introduce bias into project's performance outlook. The contributions research threefold as provides avenue for new line inquiry better causal inferences, thus contributing development plausible theory performance; highlights ambiguity associated assessment calls use standardized definitions terminologies so evidence-based decision surrounding risk uncertainty be enacted; suggests by engaging collaborative benchmarking process completion data, documented.
